The mission of the Area 15
Regional Planning Commission is two-fold:
- To assist our regional neighborhood in improving the standard of
living by promoting a favorable business environment to attract
private capital investments and jobs; and
- To enhance the quality of life in our regional neighborhood by
maintaining and improving our public infrastructure, public facilities
and cultural/recreational resources.
To pursue this mission, the Area 15 RPC works with member
governments, local development groups, our citizens and other interest
groups through capacity building, planning, grants, loans and other
strategic initiatives.
The ten counties of Service Delivery Area 15 (SDA 15) established the
Area 15 Regional Planning Commission (RPC) through a Chapter 28E
Agreement in August 1973. The RPC, which is a voluntary organization of
local governments, began operations in June 1974.
The purpose of the Area 15 RPC is defined in the Articles of
Agreement, as amended as:
- To continually analyze the region's economy.
- To prepare and update the region's Comprehensive Economic
Development Strategy (CEDS).
- To serve as a forum to identify, discuss, study, and bring into
focus economic problems in the region.
- To facilitate agreements and cooperation action proposals.
- To serve as the comprehensive planning and review agency for the
region, as designated by the State of Iowa and the U.S. Department of
Commerce Economic Development Administration.
- To provide continuous communication and coordination among
governments and agencies within Area 15.
- Review and coordinate Federal, State, and Local programs.
- To foster, develop, and review policies, plans, and priorities for
the growth and development of the region.
- To serve as a vehicle for the collection and exchange of
information.
- To maintain liaison with members, governments, interest groups,
and organizations.
- To strengthen the capacities of local governments in solving local
problems.
- To furnish general and technical assistance to member governments
as they direct.
- To cooperate with member governments whenever possible.
