Meet the RPC Staff

Ellen Foudree, Executive Director |
|
|
As Executive Director, Ellen is responsible
for the overall leadership and management of the organization,
including administration of the Annual Work Program and budget, human
resources, and the RPC's relationship with its clients.
Ellen has been with RPC for 27 years, serving as
Executive Director since 1991. Ellen serves as Project Leader for
Economic Development Administration activities, and the RPC's affiliate
organizations: Regional Economic Development Investments (REDI) Inc.,
Area-wide Housing Enterprises and Development (AHEAD) Inc., and River
Hills Initiative (RHI).

Chris Bowers, Planning & Development
Director |

As
Planning and Development Director, Chris is the project leader for
community planning and development projects. Responsibilities include –
project development, grant writing and administration, transportation
planning and administration, strategic plan writing, and municipal
ordinances. Chris holds a bachelor’s degree in community and regional
planning from Iowa State University, and has worked for the Regional
Planning Commission since 1992.

Chris Kukla, Community Planner |

Chris was born in Chicago, Illinois but has spent the majority of his life
in Iowa. Chris attended Iowa State University where he earned Bachelor's
degree in Community and Regional Planning and a Master's of Community
and Regional Planning with a emphasis on transportation. The focus of
his graduate study was the impacts of roadway design on
vehicle/pedestrian crash rates. Chris is most interested in
transportation planning, particularly in improving safety and
efficiency. Other planning interests include: environmental law, gis,
and land use. In his free time Chris enjoys bicycling, rollerblading,
building and painting plastic model kits, following professional
football and hockey, and keeping up on current events.

Nick Trimberger, Assistant Planner |

|
Nick was born and raised in
Burlington WI. He graduated from the University of Wisconsin-Parkside
(near Kenosha WI) in Dec 2006 with a bachelors degree in Geography
(emphasis in planning and certificate in GIS). Currently his function at
the Area 15 RPC is working on Pre-Disaster Mitigation Plans. Personal
interests include railroads, photography, travelling, weather, and
history.

Matt Naumann, IT/Operations Coordinator |
| |
As the RPC's IT/Operations Coordinator, Matt
is responsible for the day-to-day office operations as well as
maintaining this website and various databases used by the Regional
Planning Commission. Matt joined the RPC in December of
2001. Matt enjoys the diversity of his job and the frequent challenges
presented to him by member cities and counties.
