Comprehensive Plan

A comprehensive plan is a general guide for the overall development of a city or county.  The plan is long range in nature (10-20 years), and is a tool for city leaders to use when making decisions on public infrastructure investments.  In Iowa, the Comprehensive Plan is a requirement as the basis for a zoning ordinance (Iowa Code Section 414.3-municipal, 335.5-county).

The purpose of a comprehensive plan is to encourage compatible land use development, efficiently provide services, provide coordination among local governments and between local governments and private citizens.  It identifies past trends and anticipates future development to guide the physical development of a community.  With active citizen input, the plan articulates a community's vision and priorities and describes where, how, and in some cases when development will occur.

The comprehensive plan is a statement of policy, where all regulations (such as zoning) should be consistent with the comprehensive plan.  Aspects of comprehensive planning are efficient transportation; adequate employment; affordable and adequate housing; community and individual pride; and access to clean air, water, and open spaces.  The plan functions as a decision making tool to help public officials to strategize public investment.  The plan integrates short-term actions and long-range solutions.  It also functions as a tool for private investors to guide their speculation.  Once completed, the plan should be reviewed annually, and updated on a regular basis (such as 5-10 years).
