Housing Needs Assessments A housing needs assessment is a useful tool for cities or counties to identify housing issues and needs. Information is collected using a local housing task force made up of government officials, economic developers, realtors, bankers, assessors, builders, and others. The plan helps identify housing demand, availability, market prices, owner and renter needs, senior housing, development issues, citizen opinions, housing conditions, and more. A 5-year action plan is developed at the end of the process to help local officials implement the plan.
