EDSA - Economic Development Set-Aside

The purpose of the Economic Development Set-Aside (EDSA) Program is to increase the number of employment opportunities in the State and to increase the opportunity for low and moderate-income individuals to secure employment. The program provides financial assistance to those businesses and industries requiring such assistance in order to create new job opportunities.
