LHAP Upper-Story Rehabilitation

The Area 15 Regional Planning Commission provides comprehensive planning and grantmanship service to the membership communities who are committed to development of upper-story housing opportunities, especially within central business districts. The Planning Commission recently provided the City of Bloomfield in Davis County, Iowa administrative assistance and project management of their Local Housing Assistance Program (LHAP) and successfully completes the rehabilitation of nine, upper-story apartments located about the perimeter of the Historic Bloomfield Square. The Planning Commission is currently providing the same scope of services for the City of Sigourney, Keokuk County, Iowa LHAP upper-story Rehabilitation Program where nine apartments are currently being rehabilitated into modern, efficient units. All persons served under both of these important housing initiatives must be at or below 110% of the area median income for their household size.

Although the Local Housing Assistance program funding from the Iowa Department of Economic Development is no longer available, rental rehabilitation grant funds still can be secured through this agency's Housing Fund, where feasible upper-story rental rehabilitation projects that meet the HOME Program fair market rent and tenant income eligibility requirements would be eligible for Housing Fund assistance. For such projects, the RPC staff can provide not only grantmanship, but also both fiscal and project management of the project to turnkey condition.
