Area 15 New Housing Development RLF This program is designed to assist in the construction of new, affordable single-family housing units throughout the Region. Builder/Contractor New Speculative Housing - Builders/Contractors may borrow up to $30,000 at 3% interest for one year to "buy down" housing construction loans for single-family, owner occupied units which do not exceed a market value of $110,000.
