Transportation Planning REGIONAL PLANNING AFFILIATION 15The Area 15 Regional Planning Commission provides transportation planning assistance to a 5-county area including the counties of: Jefferson, Keokuk, Mahaska, Van Buren, and Wapello. This 5-county area is recognized by the Iowa Department of Transportation as Regional Planning Affiliation (RPA) 15. RPA 15 was officially formed in 1994 through enabling legislation under the Intermodal Surface Transportation Efficiency Act of the federal government. The Iowa DOT worked together to help form Regional Transportation Planning Agencies across the State (map). The role of the RPA is to manage regional transportation planning activities, including programming of federal transportation dollars for the region. Transportation Enhancement projects such a bike/pedestrian trails, transportation facilities and historic sites/structures are also considered within the scope of transportation planning activities. The RPC also provides technical assistance in the development of long range transportation plans and grant writing for a variety of transportation programs such as RISE, PFSA and EDA Public Works.
