AHEAD Regional Housing Trust Fund

The mission of the AHEAD Regional Housing Trust Fund (RHTF) is to promote the creation and preservation of affordable housing for low-to-moderate income households in Davis, Jefferson, Keokuk, Mahaska, Van Buren and Wapello counties.​

Affordable Housing Enterprises and Development (AHEAD), Inc. has successfully served as the area’s Community Housing Development Organization (CHDO) for many years, operating programs designed to help employed first-time homebuyers with down payment and closing costs.

The RHTF assists individuals, community organizations, non-profit and for-profit developers in rehabilitation, repair, and new construction projects.  Projects and activities funded by the RHTF serves households with incomes at or below 80% of the HUD median family income guideline, with at least 30% of project dollars used to benefit extremely low income households (< 30% median income). Priority is given to projects that address repair and rehabilitation of the region’s aging housing stock.  

Funding requires projects to be in the rural area of one of the 6 counties, or in one of the following jurisdictions:

First-Time Homebuyers Program

This housing revolving loan fund loans up to $10,000 to assist first-time homebuyers (anyone who has not owned a home in 3 years) with down payment, and/or closing costs on the purchase or construction of a home.

 

To date the program has helped over 100 individuals and families in our regional neighborhood realize the dream of home ownership. Loan applications are taken at any time.

Homes for Iowa

Area 15 RPC is partnering with Homes for Iowa, Inc. (HFI), a new nonprofit organization which aims to increase the supply of affordable housing in rural areas. In partnership with Iowa Prison Industries, houses are being constructed at a new Housing Production Center at the Newton Correctional Facility which allows inmates to learn trade skills such as plumbing, electrical work, and carpentry.

The homes, with an estimated final sales price of $130,000-$175,000, will be purchased directly from HFI and delivered to the designated site and made available to households earning up to 100 percent of the state-wide median income (per household size).
